Answer

It means that the holder or the original title document, such as
the original land title deed or the original certificate of entitlement of a
condominium unit, has not delivered to the enforcement officer before an
auction is announced. In this case, the enforcement officer has to make
public auction announcement of properties with a copy of title document.
Successful buyers have to apply for a replacement title document from the
land office by himself or herself.
