they do not receive good services from the government offices.
Despite the efforts in expediting the whole process, e.g.,
improve administrative system, streamline work processes, and
faster legal execution process through various means including
holding public auction sales, introducing new technology to
speed up the process, and amending relevant laws, the number
of pending cases and the delay in the legal execution process
remain major problems.
Given the diff iculties and obstacles in the legal execution
process, the idea in developing an alternative in legal execution
process was initiated, with the goal of expediting eff icient and
fair process by adapting the dispute mediation process to
the legal execution process with the Royal Decree on Good
Governance for Public Administration B.E. 2546 as the guideline
for implementation.
The Mediation Center, attached to the Legal Execution
Department, was established in 2005 under the Central Deposit
of Property Office. Under the Legal Execution Department
Order No. 220/2550 dated 21 May 2007, the Mediation Center
was transferred to the Seizure of Property Division with the
responsibility of mediating disputes after the court decision has
been passed, both before and after the legal execution process
