5. When the property is seized, the judgment debtor is not
allowed to conduct any legal transaction with such property,
leading to temporary loss of economic values of these
property. In addition, this may render the judgment debtor
financially insecure and lack credit to do any other business. These
situations do indeed cause damages to the economy as a whole.
Other diff iculties in the enforcement process are the risks
to executing officers while performing their duties due to
obstruction by judgment debtor or insuff icient property
to repay the debt or to depreciation of the property in dispute.
In addition, a large number of civil and criminal cases
are brought to the court against the executing officers as
a result of their performance of duties and there are several
